Taiwan intends to follow the U.S. lead and outlaw the import and export of goods made using forced labor. With a preliminary resolution to alter the ＂Human Trafficking Prevention Act＂ by the Ministry of the Interior to establish a legal foundation, the Executive Yuan has called for many inter-ministerial discussions.  Following the amendment’s completion and implementation, the Ministry of Labor will be in charge of identifying goods made using forced labor. Border control will be managed by the Ministry of Finance’s Customs Administration. ＂Import and export are both prohibited. A representative of the administration stated, ＂The regulation is bidirectional.

A shipment of strawberries from Saitama, Japan has been found to have excessive pesticide residue, according to Taiwan’s Food and Drug Administration (FDA). The imported strawberries, weighing a total of 3.5 kilograms, exceeded permitted pesticide levels. Deputy Director of the FDA, Lin Chin-fu, stated that all imported Japanese strawberries undergo 100% customs inspection. From July 15, 2023 to January 15, 2024, 2.3 metric tons of Japanese strawberries were discovered to contain pesticide residue. Out of 325 batches inspected, 14 failed the inspection, resulting in a failure rate of 4.31%. Since June 1, 2023, all shipments of strawberries from Japan to Taiwan have been subjected to batch-by-batch inspections. Japanese manufacturers failing inspections will face a one-month import suspension.

China’s Taiwan Affairs Office (TAO) spokesperson, Zhu Fenglian, announced that the General Administration of Customs of the People’s Republic of China will resume imports of Taiwan groupers from certified and registered fish farms. This comes after China halted imports of the fish on June 13, 2022, due to the detection of banned substances. Zhu praised the Taiwanese grouper industry for taking effective measures to improve the safety of groupers during this period. She specifically highlighted the guidance provided by Su Ching-chuan, the policy committee vice chair of the Kuomintang (KMT), and Huang Yi-cheng, head of the Taiwan Cross-Strait Agricultural and Fishery Exchange Development Investment Association. The TAO emphasized that as long as Taiwan adheres to the 1992 Consensus and opposes independence, mainland China and Taiwan will be considered one family.

The Ministry of National Defense (MND) announced that three drug-sniffing dogs have completed their service, one continuing under the Customs Administration’s evaluation and the other two retiring in October. The MND deployed 18 additional detection dogs across various regions in December 2022. Major General Chen Heng-wei stated that the detection squads conducted 467 assigned smell duties through educational recalls and base applications. Throughout the year, operational areas designated 211 smell duties, with 145 requests from military bases. The government mandates a service limit of four years for these canines, but dogs in good condition may serve up to seven years. The establishment of drug-sniffing dog units began in 2020 as part of efforts to deter military personnel from bringing drugs into the barracks, showcasing the ministry’s commitment to maintaining zero tolerance for drugs within military facilities.

The General Administration of Customs of the People’s Republic of China (GACC) has announced that starting November 1st, mandatory health declarations will no longer be required for those entering or departing China. However, travelers are still obligated to report their health status to customs and cooperate with sanitary inspections. The Tourism Department of the Kinmen County Government has welcomed this policy change, hoping that cross-strait interactions can resume under normal conditions in the post-pandemic era.
